Jerusalem is a historic city in ruins. It does not live up to any sort of first-world expectations to qualify as the capital of an advanced country. Furthermore, I could understand this argument if most Israelis were staunchly religious, but half of the Jewish Israelis consider themselves hiloni. Therefore, the capital of Israel doesn't have to be chosen on religious grounds, and embassies don't need to be built in Jerusalem.
