Forbes isn't some omnipotent being, they're just estimating how much people make and they make mistakes. I can't imagine she wouldn't make more than some of the people on the lists with all of the endorsements and her tour.
Most of the endorsments of 2016 will count for the next list.
Forbes said she made two digits between Jun 2015- Jun 2016. The lowest was 27 million, so even if she made 20 million in this period she wouldn't have made it to the list.

There are plenty of artists who earned double-digit millions, but not quite enough to land on the list. Among them: Carrie Underwood, Nicki Minaj, Mariah Carey, Dolly Parton, Miranda Lambert, Selena Gomez, G.E.M. and Halsey. Many of them, including the latter, are working on new projects that could catapult them onto next year’s list.
