Perhaps, but I don't think that whatever took the place of religion would necessarily be devoid of homophobia.
Humans are, by nature, inquisitive, questioning and obsessive. It stems from higher intellectual thinking. Religion was invented as a way to further those thought processes by trying to explain our existence. Something would have to have been created in its place were religion not invented.
The homophobic aspects of the texts came from the way people at the time thought about homosexuality. The best way to combat that is through education. Don't forget that, in the UK and US at least, the majority of people of most religious denominations believe in equality of the sexes and sexualities.
