The same could be said about TLC. They were a product of the rise of R&B becoming a commercially viable genre. They each had a distinct persona and style, but so did the Mary Jane Girls, SWV, and En Vogue, each taking lead on different songs and having their own image in video and performance.
All of those topics were being discussed in girl group music long before TLC even came along.

TSG cleared the path for all those girl groups because they achieved a level of international dominance that allowed groups like DC, Little Mix, 5H, and PCD to break into markets as girl groups that hadn't been as open to girl groups as before. All those groups you named never had TSG level of international fame and success. TSG come along, and you have groups like DC being their most successful internationally with a pop album like
Survivor.
