Anyway, it's definitely proof that chart peaks and sales aren't everything and won't make a song linger in popular culture beyond its initial run nor will it create a legacy of any sort. RTW is well remembered because it's a fun, catchy song with a popular hook and a relevant theme that's been referenced repeatedly.

sales at its release time has nothing to do with its longevity or being classic.
just like nobody buy or listen to teen pop songs or album that sold millions.
it's reallly difficult for songs win over the test of time become classic and get plays year and years later.
especially for flop singles(=small airplay=less awarness) or album tracks.

Because a couple years after RTW came out it became trendy to worship Beyonce and therefore her past hits have stayed somewhat relevant (can't believe I had to explain this).
The song is def. one of her signatures. In The Netherlands we have a list every year that people can vote for with the best songs ever excisting. Most acts only have like one of two songs featured in it. For example Britney is not featured once, Christina is only featured with Hurt and oddly enough Moves Like Jagger. P!nk had Raise Your Glass, Try and Family Portrait featured on the list. But Bey is featured with Halo, Hymn (which she is credited for here), Listen, Single Ladies, Love On Top, If I Were a Boy, Crazy In Love AND Run The World. A song that has been dragged as huge flop, that may have not set the charts globally on fire, but is still voted for by loads of people here as one of the best songs ever made, as a song people have good memories for etc.
i think that is worth far more than a cute little chart position.
