Why are people still trying to argue that "Formation" was bigger than "Send My Love"?

No one has said that "Send My Love" had some kind of cultural message in any way. But that's not the question—the OP asks which one was bigger, which was hands down "Send My Love."
"Formation" is SO overrated.

It's honestly one of the worst songs on
Lemonade (I still like the song, but it's incredibly overrated). "Send My Love" was a big hit and, as previously mentioned, had more streams, sales, and radio airplay. Regardless of the cultural impact "Formation" may or may not have had, "Send My Love" was bigger. "Formation" was not a hit. It may have had success, but in a very different way. Even if it's remembered more in the long run, I don't consider it a hit. It wasn't bigger than "Send My Love," that's for sure.
