As long as a race has a high birth rate, they're not at risk of being eliminated, even if 90% of them get murdered. However, a race with a very low birth rate will eventually go extinct even if NONE of them get murdered.

Genocide is the mere attempt to erase a race/population. Technically, there's no genocide in Alep, still a huge massacre though.
A race with very low birth rate would be, as you said, extinction.

Of course a terrorist attack in a safe, western country like Germany, where that kind of thing very rarely happens, will get more coverage than in a war-ridden country like Syria, one of the most violent places in the world
