Work It Out was for the Austin Powers Soundtrack; it was never going to be the debut for her album. And Crazy in Love is in the same vein, just a more up to date version of that same sound given that it wasn't on a 70s themed soundtrack.
Plus in what world did Crazy in Love sound ANYTHING like the Murder Inc sound Ashanti and J.Lo were riding at that time? The reason why CiL was so huge was because it was so fresh and different and it completely separated Bey from the pack at that time. This revisionist fanfic is something else.
"Work It Out" was also intended to serve as the lead single from Knowles' debut album, Dangerously in Love. However, it was eventually replaced by "Crazy in Love", while it was used as a bonus song on the album's international versions.
