Augustus, Julius Caesar = Roman Empire (the powerful)
Queen Victoria, Queen Elizabeth II = British Empire (the colonies)
Cyrus the Great = Persian Empire (the first)
Abu Bakr, Muhammad = Caliphate Empire (the religious)
Genghis Khan = Mongol Empire (the largest)
Considering the majority of the world currently follows the system of government first discovered in Greece, and that our language is totally dominated by their influence I'd say Greek. They obviously weren't the largest or most militarily powerful (well, it can be debated) but their impact throughout history to this very day is untouched, whew.

The American Empire. If it doesn't outright control huge chunks of the world, its political, cultural, economic and military influence outstrip anything in human history.
To quote British politician Harold Laski, "neither Rome at the height of its power nor Great Britain in the period of economic supremacy enjoyed an influence so direct, so profound, or so pervasive."
America is the greatest nation this world has ever seen. Period.

Nah that would be China. Their contributions to science, culture, global impact both good and bad, whew. And they're only going forward while America is regressing.
