As a Katy stan, I think It's too soon to tell for either, imo.

For a few gays (& ATRL) Gaga is obviously going to be one to them, just because you eat up anything she does. However, that does not mean the rest of the world will think so, as besides ATRL I never hear anyone even talking about her, and she's mid era.

For Katy, time will tell. Currently she will be remember in the same way Shania Twain is. Nothing wrong with that, but not really a LEGEND.

Gaga was a phenomenon Katy never was (and never will imo). Gaga will become a legend, even if she doesn't have huge hits anymore she just needs to say in the game long enough, her peak is big enough for that imo.
