The reason why the Dec '15 rate is being held it's because the songs released in December didn't get a chance to be nominated on the awards last year so I'm giving a chance to some of them be nominated this year. With this said, the December 2016 rate winner (that will happen in 2017) will not be included on this year's awards. The November Rate will start in December 1 and will be the last of this year.
