What are you talking about? At the American Grammys, Record of the Year is explicitly listed as going to both the main and featured artists. The Latin Grammys don't specify (they just say "to the artist(s)"), but since it's the same Academy, you'd assume the rules would be the same for that category.
But that discussion is irrelevant anyway, since, as others have said, it wasn't submitted as "Carlos Vives featuring Shakira" but rather as "Carlos Vives AND Shakira."
As for Song of the Year, she was listed as a songwriter, so she gets it anyway (featured artist or not)
