Under Ryan's plan, the pre-existing conditions clause is not even safe

I don't understand how America doesn't have universal healthcare. Like this isn't too ****ing deep, the health of the nation's people >>> financing wars.
That still leaves poor people and the bogus "tax credit voucher" Ryan refuses to specify on.
Medicaid is run at the state level, right? If it is, then I don't really see the federal government getting involved. People on Medicaid would stay on Medicaid even if Obamacare is dissolved.
