Legally, I don't think the US can withdraw. But I believe that he will refuse to bide by their financial obligations such as the donation $800 million towards developing countries to aid their infrastructure and research against climate change.

That's not how global warming works. The Earth's median temperate is increasing, but changes on the local level will vary.

Winters will actually become colder. If it keeps getting worse, many areas in the North will become comparatively uninhabitable.

It's not just that. Even small variations in temperate can cascade into an increase in natural phenomena such as Hurricanes.
