Well even under Obama the US hasn't really done anything signicficant to stop their country from being the second biggest air polluter after China. So I guess all it means is that nothing is changing in the US.

US maybe the second biggest emitter, however it's CO2 emission per capita is more than double of China's..
and not to mention the energy consumption per capita, it's horrific..
Elon Musk must be devastated, under the Republicans' reign the oil companies are gonna block his solar energy plans left and right...
