He did rule for 20+ years so I don't think they're really comparable politically. He was all of talking but zero facts which could be the way Trump goes, also they have in common that they ran for president cause their empire revenues were stagnant
Still after 20 years I don't think anyone really dare to highlight anything of what he has done and the last years 2008-2010 were a HUGE disaster on every field, domestically and especially internationally but yet his supporters remained extremely loyal -like the rednecks and all the people tired of democratic party-.
His friendship with Putin also didn't bring anything to the italian economy or internationally
