Because CL's streams equaled out to more overall points than the random Chinese fans half-way across the world buying the song in random spurts where it only could get so high for an hour or two and then tumbled out of the Top 50.
This won't debut on the Hot 100 if it has no streams or airplay. Her fans can't move enough copies to overcome those deficits.
