Germany has always had YT but after the GEMA and Google didn't manage to agree on a licensing contract, YT just blocked most (e.g. for TS it were only 22/72 videos) of the music videos and videos containing music from major artists a few years ago. So the videos that were blocked could be watched on the VEVO website or through a US IP instead.
