When I had Apple Music, I would just play my music through my Last.fm scrobbler app. That was the only way I could get it to properly scrobble. I switched back to Spotify after my trial because I preferred the layout, music library, and the ease of scrobbling music.
I'm using iTunes for Windows and I'm running the official last.fm Windows application that scrobbles everything. If I plugin my iPhone it also scrobbles everything I've been listening to.

All you can do is install the desktop app on Mac or PC. It can scrobble the songs you played via Icloud sync but I don't know how consistent that works

On iOS you can also use 3rd party music player in the background, like Loud.
I just have the last.fm app open on my computer while iTunes is open and the scrobbles come through. Then, anything from my phone is scrobbled onto my computer because the play counts on iTunes updates every time
It's just how Last.fm tracks all the music you listen to so you and others can see data on your play counts and listening habits. Apple's compatibility with Last.fm is a little wonky.
I just use the last.fm scrobbler app. Works for me.

Sorry, I'm just wondering, why do you all use last.fm?
It helps keep track of what you're listening to. It gives recommendations/similar artists, etc. It's not what it used to be tho due to the updates it keeps receiving.
Thanks for all the research. I tried CloudScrob and it didn't work for me I may just end up scrobbling from device and disabling iCloud library like I used to do with my iPod, which I used up until this week when it got lost But I have an iPhone 7 and an AM subscription so I may as well jump into 2016

Yes because I make a weekly music chart and need to keep track of what I listen to
When I had the 3 month trial, last fm would scrobble streamed songs with the regular desktop scrobbler provided you added them to your library (not saved for offline listening, but adding to your music).
