It's a toss between Denmark and Norway. The two are always at the top of every statistic and measure of national performance (eg. HDI, GPI, GDP per capita, government transparency, safety index, happiness index, education, etc.). But Denmark is more remarkable because it's up to par with or sometimes outperform Norway and Sweden considering it's relatively smaller and doesn't have significant amounts of natural resources unlike the other Scandinavian countries.
