Probably not? I think ANTI's longevity was Work's ability to actually become a fairly slow burning smash with the fact that she has good streaming power. Not to mention TIWYCF. The stars aligned for ANTI when it seemed like it had nothing going for it.
As for Joanne, I don't see this as a traditional pop girl era and it seems like Gaga has no interest in that formula either. After the era comes to a close it'll be a moderate success that gives Gaga a new audience that will, if nothing, less take her seriously.
