If you download the album into your iTunes and you have iCloud Library on, though, it will appear on your phone. I just did that to listen to it in the shower tonight (a GREAT way to experience Joanne, by the way).

It only works with music, I believe, but you're not limited to the Apple Music library. Example: Joanne is obviously not on Apple Music yet, but I have it in my iCloud library.
