She has just always kept a fairly constant presence without promoting hard.
I think it helped that she doesn't put much effort into her eras to make them huge.

1989: 5 top 10s in a row, with the lowest-peaking of them being a #5 hit.

In the other hand, GGGB never had a strike because the second single never went top 10 (peaking at #15) and Rehab peaked at #18.

Rihanna is talented and a vocal/musical chameleon. She has an amazing ear for hits and genre hopping. She is effortlessly relevant and cool.

Shes a single artist.
Her album sales are not too big to be overexposed and her media game was always on point. Still have people talking but the media doesnt create crazy stories about her.
Look at Taylor, Britney, Gaga for example, the media did too much on them.
