I'd say Better, but I know the Monsters would LAUGH if you tried to tell them that Meghan and Gaga are on the same level. So yes, Perfect Illusion is the biggest flop by a main pop girl.

Not when Make Me exists
Make Me had several discounts, Multiple performances including a VMA performance, carpool karaoke, banners, DISCOUNT during album release etc..
PI had 0 promo and it out-peaked Make Me in almost every country
