Not a strange idea in the security world to have a decoy.
If you have to transport a VIP through a danger zone like Baghdad you have 2 options:
- Highly visible armoured vehicles, heavily armed to make the potential attackers think twice.
- An old Mercedes like the average local is using, no one expect someone/something interesting in it.
You can do both, the convey attracting suicide attacks that would happen anyway regardless how heavily armed it is while no one gives a **** about the old car.
