The government took 0 decisions in this, municipalities (some of them) took the burkini ban. Valls was being messy though, I would not vote for him if he was the PS candidate (but it's not likely he'll be)
I mean, the socialists didn't really help France forward much but any other party would've brought France backward. Valls supporting the Burkini ban was just trying to appeal to the culturally right-winged (increasingly big group). At least Hollande knows that he has to compromise and reform the system to get unemployment to healthy levels and to get healthy economic growth.
