It certainly was, but as acts they are not the biggest of the 90's in terms of influence.
How many rock bands are getting influenced by Nirvana still vs Rappers getting influenced by 'Pac, Dre, Biggie?

The industry for Rock music is also fading, by the way. Billboard actually considered 2008 to be the death of the Rock era.
Rap, on the other hand, is experiencing yet
another revival thanks to streaming, and Now hits such as Broccoli are cracking top 10 with ease.
Not to mention that a Jewish-Canadian rapper (talk about global appeal, lol) just had a 10-week #1 after having a 9-week #1 THIS YEAR ALONE, while having the #1 album of the year, (the #2 was heavily rap/trap influenced as well

There are plenty of rappers in Arabic countries especially, and also parts of the French-speaking world. The whole rent-a-rapper trend is still around...
