Lol do you think creating a power vacuum and handing over power to foreign governments will not cause people to uproar.
The best thing is to divide the country imo. Create a Kurdish state and two different Syrias (one led by the government regime and one by the rebels). Then place all 3 countries under UN surveillance for 10 years.
