Tanned people aren't a race so no it's not racist. Of course it is stupid to say you wouldn't be friends with someone just because they tan, and it does make me question what you think of REAL brown-skinned people, but I wouldn't call it racism. Tanning is a choice and you have to accept whatever consequences come with it, brown people cannot choose to be brown.
As a tan person, I'm judging them for their nasty, pasty, pale white skin. Get some sun fat. Life's too short to look like a corpse while you're still here.
