Regressive media will destroy any politician (in the west of course) who does not play the pc game and says it how it is. Putin (who is trash btw) doesn't have that. So it's easy for him to do whatever he wants.

Not all of his decisions were right, but leaving this out of the thesis, yes he is the most decisive. Mostly thanks to unlimited media coverage and, stemming from it, universal support amongst Russians.

Calling him decisive implies that there are people who like him / agree with him, and I haven't seen any of them other than that one running for President of the United States.
