Well, you would think that, but it's not relevant, actually. The number of people who use iTunes is WAY bigger than Last.fm. So the numbers from iTunes are more accurate than Last.fm. But, Last.fm is growing more and more popular, that's for sure. But, if you look at the numbers, the top song in the U.S. for Last.fm is not even 9,000 listeners, while iTunes is usually 200,000+.
