Any theories on the sniper who killed Wes's father? I think it will be a new character revealed who turns out to be the shooter. The only plausible guess would be Frank, but I doubt it.

This. He's clearly the "special one" for this show. Bar the actor doing something stupid irl which requires him to leave the show, he's not going anywhere.

Basically, the Hapstall case concluded with it being shown that Caleb was the killer (but he killed himself). Frank upped and left. Oliver sabotaged Connor's acceptance into Stanford. Wes confronted his biological father only for him to be shot in front of Wes
