This. If they wanted her to come in hard, they would have premiered the video the first week, had her in the US on TV shows, etc. Even with Applause, she came in with immediate US interviews the next day, the VMA's a few days later, GMA the next week, etc.
They're starting slow and saving that stuff though. They're taking a different approach with this song, which is different for Gaga but hopefully it pays off, I think it definitely could. It's worked for plenty of other "grower" type songs in the past.
