It's not the only reason, but it's a large reason. A song made by his producers, written by a guy he signed, with him as a feature. He was just coming off the massive success of Hotline Bling, and his Summer Sixteen buzz single debuted at #6 with 200k+ like days later. Also people enjoy Aubrih. He doesn't need HER for success anymore, considering as HLB and One Dance were bigger songs and Work was the biggest song from her own album.
The Navy like to play down his success to make her look good but he's the 'bigger' artist as of 2016 (sales, streaming, tour, you name it) and that was the stimulus of all stimuluses.
And then there's the fact that the song was just really catchy and different at the time.
