I don't think the song is very commercial. Is it doing well on radio? When a song first comes out it's usually the fans who buy it for the first week, and then after that it's up to radio to feed the GP.

Plus, a video will help a song reach it's maximum potential. I wouldn't be surprised if they announce the 2nd single shortly before/alongside the album.

Why in the world would her record label not want to leverage all they can on a new album from LADY GAGA. Record labels WANT to make as much money as they can. Im calling bs on the whole "treating her like a new indie artist". Why would they do that? SHES NOT. She's SUPER profitable haha. She's LADY GAGA. I still think the lack of performances/tv promo is part of their album campaign. The song literally just came out. Im sure their initial tactic and plan is/was to target radio as much as they can and leave the other promo mediums later for the ALBUM that literally drops in a little over a month. There's a larger picture to consider. I trust their plan.
