This is super old. Really interesting though. The only explanation I've ever read for this that even KIND OF made sense is that the fence bent down to the ground when the car ran into it and then popped back up, making it look like he just went through the fence.

I suspect that it's a ghost car from someone who previously died during a chase along the same roadway. There have been tons of different ghost cars sightings. Some of the creepiest ones involve people who actually interact with ghost drivers and vehicles driving backwards.
