Yes, but it's also true that almost every illegal drug used in sport has some legitimate legal medical purpose, but can also be misused.
EPO, the favourite of endurance athletes like Lance Armstrong, is used to tread anemia.
Likewise diuretics and steroids have a legitimate use and can be used for doping.
The painkillers and anti-inflammatories don't seem like a big deal.
I'd be more interested to know how many athletes are on thyroid medication, which seems to be a favourite of one US coach of endurance athletes who had several of his runners medal in Rio.
Edit: Therapeutic Use Exemptions are easy to get, just go to the right doctor.
