The charts show what songs are resonating with the public. An underperformance usually symbolizes the public not resonating with a song for the time being. In some cases, like Run the World, a song may only resonate after-the-fact and with further contextual promo/career gains/etc. This includes great visuals, performances, and not treating it like it doesn't exist after it flops. Bey really elevated her career following RTW, so the song's legacy elevated with it because of how it permeated through pop culture after 2011 + her heightened status. It's practically a Bey staple at this point and everyone at least knows it.
I personally doubt that will happen with PI though. The general public will probably continue to not care, but I imagine this song becoming a niche/fanbase favorite in years to come.
