There's an article on Billboard about the rise of this discount trend. Talks about the money labels are willing to lose for certain songs to hopefully benefit from the slash. At the end of the article, one of the label people they were interviewing simply replied "No." to the idea of lowering prices.
It makes sense if you don't think too much on it, but in reality it would cause huge losses. Even with digital sales dying already causing slips in revenue in that department. Doesn't make sense to just rip the wound wide open. Too risky to expect it to turn everything around.

I can't see PI only doing 100k. I just can't. Are Kworbs early estimates (the Saturday ones) usually accurate? With AHS + Elvis Duran later this week, she should be able to get 115k+. I just can't imagine her doing 4k more than Make Me. All I want is a Top 10 Billboard debut

They are pretty accurate.
I would say something like 60% is too high and 40% too low, but yeah promo can get her up. But it has to start getting some light red / white updates soon
