It turns out that despite Apple advertising these phones as water resistant, water damage is apparently not covered under the warranty. It reads, “iPhone 7 and iPhone 7 Plus are splash, water, and dust resistant and were tested under controlled laboratory conditions with a rating of IP67 under IEC standard 60529. Splash, water, and dust resistance are not permanent conditions and resistance might decrease as a result of normal wear. Do not attempt to charge a wet iPhone; refer to the user guide for cleaning and drying instructions. Liquid damage not covered under warranty.”

So it's basically the same as it always has been. Apple Care + covers it, with a replacement fee, but the normal warranty has never, and will never cover liquid damage.
I worked at an Apple Store for nearly three years, it's always been like that.
I think people are confusing the terms "waterproof" and "water resistant".
Waterproof means that it won't be affected by water when submerged, while water resistant means it can sustain being wet for a period of time, or in some cases, by depth of water.
Water-resistant isn't water proof. If you accidentally splash water on your phone, at least now nothing will happen. But if you submerge your phone underwater for a period of time, that's your fault to begin with.
