It's definitely not coming in February. Her team/label know better than to have a 5 month long wait between the first single and album, no one has a wait that long unless their album gets delayed, no one plans a wait that long. If it wasn't coming til February, then PI wouldn't be out until the first week of November or something. This album is coming between October 28th and November 18th/25th. I'm personally betting on November 4th or 18th, I think she will avoid the 11th because ARTPOP was released that same day.
She herself said she is releasing a new album before 2016 ends, and Universal Music Group is expecting it to be out 2016 (she was added to upcoming 2016 releases in a label newsletter a few weeks ago).
We don't have any reason to believe 2017.
I'm still sticking with 11/11 for album release since it's a Friday and matches PI's release of 9/9.
