I don't think the panel's changed since then much, it's just that more people used to listen to radio meaning higher AI's and also it had huge appeal to a lot of formats and was released simultaneously instead of staggering the release to different formats like a lot of songs do now.
You expect radio to be playing Alejandro right now even with two GaGa songs top 10 (one at #1) and all her recurrents? This is her seventh straight single, of course YLIMD should be beating it
Remember Blah Blah Blah was getting crazy updates at the beginning but eventually didn't even go Top 10? Same is going to happen with Drug. Both songs SUCK.
