It depends on whether Gaga's AM deal was negotiated before Lucian Grainge's demand went public, and I'm pretty sure it was. In this HDD article, Drake's new MV (which came out yesterday as an AM exclusive) was mentioned as an example. With PI coming on Friday, I can only assume it will be an exclusive as well.

Tbh, if there's no video, it will probably end up doing less than 3.5m streams the first week. And if it's an AM exclusive, well. Those are simply poison for chart positions

The thing with HB was that it shouldn't have even mattered that the video was an AM exclusive- it probably still had the views to take the song to #1. But Apple hadn't started reporting AM video streams to Nielsen yet.
