No it's not. Florida has not had a landfalling storm at hurricane intensity since 2005. That means winds of up to 74 mph or more. So the article is correct. Hermine is strengthening all the way up through landfall and will without a doubt be a hurricane when it makes its way onshore.
Florida did have several tropical storm landfalls between 2006 and and 2016, including Colin from earlier this year.
But Hermine will be the first in terms of hurricane intensity
