A restaurant isn't a public place. Public places are hospitals, police office.. A restaurant is a private place. The chief will be sued bc in France, restaurants and trade workers have not the right to refuse people who want to consume or buy something without a serious reasons. Second point, there isn't any laws against headscarf, just the burqa is forbidden in France. That's all
