Why not? Listen to Glory or ARTPOP or ANTI or PRISM then Lemonade and you should hear what sets Beyoncé apart. Lemonade alone takes you on a tour of musical genres and styles, even beyond what self titled did. We can call it a pop album sure, but that is doing it a disservice. Same is calling her a pop act. Doesn't this very thread question why she isn't acting like a pop act? Why she isn't conventionally popular? She doesn't care about streaming, singles, or promotion, but you seem desperate to label her among peers which need all of those things to survive. The difference between Beyoncé and the pop acts is she has put all her effort into making quality and acclaim her best and only asset, while everyone else needs a good dose of payola, performances, streaming deals, social media hype for months, etc etc.
