They probably meant the Hot 100. I believe it debuted at #1 there.
As for the number of listeners. It's actually how many times it was heard. The same person can hear the song multiple times, so that's actually what they're counting. Not the number on unique listeners. So, if a song was played once, and seven thousand people heard it, then the next time it's spun it could also be heard by the exact same seven thousand people, but the total is 14 thousand.
