Yes, you can force an artist to do that if you signed them and you own their masters.
You would think a Kesha stan would know that labels can force artists to do all kinds of **** they don't want to do.
And if you release your album to Apple Music but no other streaming services that is an exclusive whether a deal was negotiated with Apple or not. And that's actually very dumb from a business standpoint, anyway, because then you're losing money from not being on Spotify/Tidal/whatever else
and failing to gain money from a deal with Apple.
