Tbh, you should be able to say Negro all you want if it isn't an offensive word in you language but I certainly wouldn't recommend it either because a lot of Americans (Or other English speakers in general) don't really realize that Negro isn't only reserved for describing black people. You see people on Twitter get all hot and bothered posting pictures of crisps, sweets and biscuits that have negro in their title such as what is sold in certain European countries or South America. They act like these countries are racist or something when in fact, they are just being ignorant and slightly entitled by claiming that word only means what it means in English.

Depending on the language, especially romance languages can be problematic:
black = negre/negro/nero/negru/nigra...

In all these languages are different words to describe skin color/black people tho.

You wouldn't say "he has black skin", you would just say "he is black". "He is black with brown eyes, strong arms, and thick lips." You can say he has dark skin though, and no there's nothing socially wrong with that.
