I really don't think Blackout was influential for anyone but Britney herself. It signified a transformation in her own career, it didn't affect anyone elses. blackout definitely. it was the blueprint for dance pop and brought dubstep into the mainstream.

Ray of Light. Blackout was very of its time and not influential. It followed EDM/dance-pop trends set by Justin Timberlake (Future Sex/Love Sounds) and Rihanna (A Girl Like Me and Good Girl Gone Bad).
